It was developed by Filinvest Asia Corporation together with PBCom and designed by Skidmore, Owings & Merrill in collaboration with local firm G.F. & Partners. The tower rises 52 storeys above ground with multiple basement levels and was built as a Class A office building rather than a mixed‑use or tourism project.
When it opened in 2000, PBCom Tower became the tallest building in the Philippines, a title it held until 2017. While newer towers have since surpassed it nationally, it remains the tallest structure in Makati.
